Introduction

This document provides an overview of the data sources used for the metrics within the ABPI impact mapping tool, as well as the methodologies applied to process the data for each metric.

Economy

Manufacturing sites:

Data source:

Bioscience and health technology sector statistics (BaHTSS) dataset

Methodology:

1. Identification of biopharmaceutical manufacturing sites.
   1. The BaHTSS 2021-22 site level data set was filtered in the following ways:
      1. Principal Sector Description: Biopharmaceuticals
      2. Manufacturing Activity: Removal of blanks, resulting in
         1. Manufacturing - In House
         2. Manufacturing - Contract
         3. Manufacturing - In House and Contract
2. Geolocation of biopharmaceutical manufacturing sites
   1. The postcodes provided in the BaHTSS 2021-22 site level data set were utilised to map sites to Westminster Constituency using Polimapper's postcode API tool.

Jobs

Data source:

NOMIS (Business Register and Employment Survey - open access) for Great Britain; Northern Ireland Statistics and Research Agency (NISRA) Business Register and Employment Survey for Northern Ireland.

Data details:

Employee jobs (excluding self-employment) for 2-digit Standard Industrial Classification (SIC 21) and 5-digit SIC 72.110 (Research and experimental development on biotechnology).

Methodology:

1. Estimation of Employment
   1. In Great Britain
      1. NOMIS BRES data was used to obtain employee jobs for SIC 21 and SIC 72.110 at the Westminster Constituencies level.
   2. In Northern Ireland
      1. Due to data limitations, SIC 21 employment by Westminster Constituencies was estimated by assuming it was proportional to the total Section C jobs provided by the NISRA BRES survey for each constituency. Employment for SIC 72.110 was not estimated.
2. Estimation of Population
   1. England & Wales: NOMIS 2024 data (total and working age).
   2. Scotland: House of Commons Library mid-2022 data.
   3. Northern Ireland: House of Commons Library mid-2023 data.

Percentage of pharmaceutical jobs

Data sources:

NOMIS (population estimates) for England & Wales; House of Commons Library constituency data sets for Scotland and Northern Ireland.

Data details:

Population estimates for total population and working age population (16-64 years) by Westminster Constituencies. Base years varied (2024 for E&W, 2022/2023 for Scotland/NI).

Methodology:

1. Calculation of Percentage:
   1. Percentage of pharmaceutical jobs was calculated by dividing the estimated number of pharmaceutical jobs (from Jobs) by the total population (or working-age population) of the corresponding Westminster Constituencies. Different base years for population estimates were deemed to have a minor impact on the final statistics.

Gross Value Added (GVA)

Data sources:

Office for National Statistics (ONS) Regional gross value added (balanced) by industry; Employment estimates from ‘Jobs’.

Data details:

GVA components (Compensation of employees, Gross operating surplus, Taxes less subsidies on production). Geography used is International Territorial Level 1 (ITL 1 / NUTS 1) regions.

Methodology:

1. In Great Britain
   1. Regional GVA and total SIC employment were averaged across 2022 and 2023 to smooth annual fluctuations.
   2. The GVA estimation relied on the assumption that GVA produced in every area is proportional to employment.
   3. For SIC 72.110, an additional base factor was included using the SIC's proportion of total SIC 72 employment.
2. In Northern Ireland
   1. The estimated SIC 21 jobs per constituency (from Jobs) were applied to the total Northern Ireland GVA data. GVA for SIC 72.110 was not estimated due to a lack of base data.
3. Applying GVA to Westminster Constituencies (worked through example)
   1. In the North East region, the average GVA generated by SIC 21 in 2022 and 2023 was £2,229,500,000.
   2. Total SIC 21 employment by region and by constituency was calculated as an average for 2022 and 2023.
   3. From the above, the share of each constituency in regional employment was calculated; for example, in Bishop Auckland, SIC 21 employment was 26.4% of total SIC 21 employment in the North East region.
   4. Applying the assumption or proportionality between employment and GVA, GVA generated in Bishop Auckland was 26.4% of £2,229,500,000, which is £588,650,000.

Methodology:

1. Identification of NHS partnerships
   1. From the HCO 2024 Disclosure UK database, NHS Institutions were identified using a Strict Keyword Heuristic.
      1. Key words were guided by the 2022 results
         1. Inclusion criteria
            1. NHS
            2. Trust
            3. FT (Foundation Trust)
            4. HB (Health Board)
            5. ICB (Integrated Care Board)
            6. CCG (Clinical Commissioning Group)
            7. Hosp or Hospital
            8. Infirmary
            9. HSC (Health and Social Care)

1. Mapping of NIHR Regional Research Delivery Network to UK
2. Statistical Regions (ITL 1), using GIS software
   Clinical Trial enrolment aggregated to UK ITL 1 level. 
3. Westminster Constituencies allocated to ITL 1 boundaries using GIS software.
